Biographical Sketch
Mr. Hudgins has been involved in Arizona’s energy, environmental and water issues for over 35 years. He was attended Northern Arizona University where he received his B.S. and M.S. in Biology. Over the next 23 years, Mr. Hudgins held a number of increasingly responsible positions with Arizona Public Service Company, Arizona’s largest investor owned electric utility, including: Manager, Environmental Initiatives Department; Lobbyist/Public Affairs at the federal (Washington DC) and state levels regarding natural resource issues; Water Resources Consultant and Environmental Scientist. Since leaving APS he has been involved in destination resort development, Native American energy issues, water resources and sustainable development applications while expanding his consulting practice. More recently he has been involved in the evaluation of infrastructure and development issues, regulatory structure and modernization of codes and ordinances for a number of Arizona Indian Tribes and developers.
A list of clients have included: Calendar Stick Business Park, LLC; Gentry Mineral Products, Inc, Enviroc, Inc., Truxton Canon Agency of the Bureau of Indian Affairs, The Gu Achi District of the Tohono O’odham Nation, The Havasupai Tribe, The Salt River Pima Maricopa Tribe, SunCor Development Company, MorDo Ranch Investments, Grand Canyon Exchange LLC, Antelope Point LLC and others.
Mr. Hudgins has overseen the preparation of multiple environmental assessments, environmental impact statements while working cooperatively with a long list of federal and state land management agencies. Terry was the Project Manager in the creation of the Arizona Environmental Strategic Alliance while with APS and remains on the Advisory Council. He has served on a numbers of boards, committees and organizations over his span of years in Arizona. Terry has been appointed by past Arizona Governor’s to a variety committee’s, he has testified before Congressional committees and has had a significant role in major projects in Arizona, both during his career with APS and subsequently with projects involving his consulting practice.
